Beginning Wednesday, April 29, Secon and the DOT&PF will be restricting access to 9th Street near the Juneau Hotel from Egan Drive. Work will also be performed on the corners of 10th Street near the Tesoro Station and the Permanent Fund Division (PFD) Building.
  • Access to 9th Street on-to or off-of Egan Drive will be closed. Please use 8th Street via the Whale Park for access on-to or off-of Egan Drive.
  • Traffic coming off the Bridge will be reduced to one lane. This lane will allow for:
    • Left turns on-to outbound Egan
    • Straight-through to 10th Street
    • Right turns on-to inbound Egan
  • Traffic traveling West on 10th Street will be reduced to one lane. This lane will allow for:
    • Right turns on-to outbound Egan
    • Straight-through to the Bridge
    •  Left turns on-to inbound Egan
  • All other traffic controls will remain in place from 10th Street to Main Street, restricting left-turns on-to or off-of Egan Drive.
  • Pedestrian access will be maintained on the waterside of Egan between Main Street and Whittier, and then switch to the mountainside of Egan between Willoughby and Glacier Ave. Due to work at the PFD Building corner, pedestrians will be routed to Glacier Avenue to access 10th Street.
  • Pedestrian access on-to or off-of the Douglas Bridge will be routed under the Bridge and then up 9th Street by detour signs. Crossing Egan will be available on the corner near Juneau Electronics to the Tesoro Corner. Pedestrian access will be directly adjacent to the work zone, please travel with caution in this area.

April 21, 2020

Service Interruptions for Capital Transit.

Construction in downtown Juneau is disrupting Capital Transit service on
Willoughby Avenue due to the Alaska Department of Transportation & Public
Facilities’ Egan Drive Improvements Project.  Starting Thursday, April 23 until
further notice, service will be discontinued to the bus stops across from
Centennial Hall and at the ANB Hall.  For passengers trying to catch outbound
service please wait for the bus at the temporary stop across from the State
Museum on Whittier Street or the Downtown Transit Center.  All other existing
service remains the same.  For previous service changes visit
www.juneaucapitaltransit.org.  Your continued patience is appreciated.

  • Access to Whittier Street on-to or off-of Egan Drive will remain open via the Egan outbound lane.  
  • All other traffic controls will remain in place from 10th Street to Main Street, restricting left-turns on-to or off-of Egan Drive.
  • Pedestrian access will be maintained on the waterside of Egan between Main Street and Whittier, and then switch to the mountainside of Egan between Willoughby and 10th Street.

4/18/20 Project Update

Beginning the week of April 20, Secon and the DOT&PF will open an additional work zone between Willoughby Avenue and the Downtown Capital Transit Center. This work will require single lane shifts, alternative pedestrian routes, and flaggers at times.  
​
 Traffic restrictions will include at times:
  • Single lane traffic on the mountainside of Egan between the Four Points Sheraton and the Seadrome Building, next to the SOA overflow parking lot. This section will be controlled by flaggers and implemented only during the daytime.
  • Both inbound and outbound lanes on Egan between the Four Points Sheraton and the Seadrome Building will be open at night.
  • Traffic controls will remain in place from 10th Street to Main Street, restricting left-turns on-to or off-of Egan Drive.
  • Pedestrian access will be maintained on the waterside of Egan between Main Street and Whittier, and then switch to the mountainside of Egan between Willoughby and 10th Street.

4/10/20 Project Update

Beginning Monday, April 13, Secon and the DOT&PF will be working on pedestrian improvements at the 10th Street intersection, including removal of pedestrian islands and pile driving light pole foundations. This work will require single lane shifts and pedestrian routes.
 
Traffic restrictions will include at times:
  • Traffic controls will be in place at 12th Street, reducing the inbound traffic lane on Egan to one lane. The right-turn pocket next to Juneau Electronics onto the Bridge will be open.
  • Traffic controls will be in place coming off the Bridge, combining the left-turn and straight through lanes onto Egan Drive and 10th Street into one lane. The right-turn pocket next to Juneau Hotel onto Egan will be open at times.
  • If the right-turn pocket next to Juneau Hotel is closed, access to right-turns off the Bridge to inbound Egan will be available through the combined single traffic lane.
 
Pedestrian access will be maintained on the mountainside of Egan. While active construction is occurring through pedestrian crossing areas, a flagger will be in place to guide pedestrians through the construction zone. Otherwise please follow posted pedestrian routes.

Secon and the DOT&PF will begin implementing traffic restrictions on Monday, April 6, for the Egan Drive Project by shutting down operation of the Whittier Street traffic signal.  Please note this work is weather dependent and may be delayed.
  • Initially the Whitter signal will be in “flashing mode” indicating motorists traveling inbound and outbound on Egan to use caution, and motorists on Whittier to stop and then proceed with caution through the intersection.
  • Once traffic control devices are in place, the signal will be non-operational through September.  
  •  Traffic controls will be in place on Egan Drive between 12th Street and Willoughby Avenue reducing traffic lanes to one lane in each direction.
  • Left turns will be restricted on-to or off-of Egan Drive after 10th Street to Willoughby Avenue to ensure the best possible flow of traffic through the work zone.
  • Pedestrian access will be maintained on the mountainside of Egan.
 
Additional traffic restrictions will be implemented soon to restrict left turns after 10th Street to Ferry Way; updates regarding those changes will be provided as soon as possible.

Beginning the week of March 30, 2020, SECON will resume work with the DOT&PF on the Egan Drive Project. Construction activities will occur between 10th Street and Seward Street. Equipment mobilization efforts will begin the week of March 23, 2020.

SECON and the DOT&PF will be performing electrical work on the 10th Street traffic signal at the Juneau-Douglas Bridge on Monday, March 16. This work will be performed at night from 8pm – 6am. Access to Douglas from the bridge will be restricted twice for approximately 20 minutes each time during this work. This work is weather dependent and could extend to the evening of Tuesday, March 17. The following are the anticipated closures for this work:
  •  Right-turn pocket lane from inbound Egan onto the bridge
  • 10th Street straight-through lane onto the bridge
  • Left-turn lane from outbound Egan onto the bridge
  • Right-turn pocket lane from Bridge to inbound Egan
  • Pedestrian access will be detoured under the bridge. Please follow designated detour routes.

Pilot cars and drums will be in place to restrict traffic patterns. Once the work has been completed, pilot cars will release motorists to normal traffic patterns and drums will be removed.

SECON and the DOT&PF will be performing electrical work on the traffic signals at both the Main Street intersection and the Whittier Street intersection from Wednesday, December 18, through Thursday, December 19. Work will be performed on one signal at a time. This work will be performed between 8:30am and 4:00pm and will require single-lane closures.
  • The traffic signals will not be operational when work is being performed. 
  • Traffic controls will be in place near the intersections when work is being performed, reducing lanes traffic lanes to one lane in each direction.
  • Left-turns on-to and off-of Egan will be restricted at both intersections; only right-turns on-to Egan will be permitted at the traffic signals while traffic controls are in place.
  • Protected pedestrian access will be shifted between the two intersections when single-lane closures are in place.
